Research profile of Raul Savimaa

Dr Raul Savimaa is a researcher, practitioner, and consultant specializing in resilient and integrated solutions for community security, sustainability, and environmental education. His work bridges academic research, applied projects, and policy-oriented consultancy.

The research of Dr Savimaa focuses on community and societal resilience, environmental sustainability, and the role of environmental education in fostering awareness and close connections with nature. He has more than 30 years of practical experience in security and public safety. At the same time he has also long experience in nature conservation and has advanced community empowerment through nature conservation, environmental education, and resilience-building initiatives.

Dr Raul Savimaa holds an MSc and PhD from Tallinn University of Technology. His doctoral research addressed modelling of emergent behaviour in dynamic multi-actor systems. He currently serves as Head of Research at CESERE and as Research Scientist and Head of the Research Centre of the Internal Security Institute of the Estonian Academy of Security Sciences. He is also Editor-in-Chief of Security Spectrum: Journal of Advanced Security Research.

Raul Savimaa has led and contributed to numerous international and national research projects, including Horizon 2020, Horizon Europe, and European Defence Agency (EDA) initiatives. His expertise covers integrative project design, applied research, and cross-sector collaboration.
